That, and it scares the shite out of the US that a territory might just up and secede. It does the UK as well over Scotland. When the US was founded, it was known among the thirteen states that they could constitutionally secede if needed, but when 1861 rolled around, and several actually did, the northern Federalists invaded the south. Also, in modern times, they had Brexit, which has caused an uproar in the EU. Now, the US is scared of that precedent being set elsewhere.
