He's where he is because of one woman and her party, and when she's pushing up daisies, then they might allow him out. What happened was that the US made an example out of him over publishing classified state documents as a warning to all non-US citizens. However, others have published documents, which happened over Carter at the BBC, and nothing was ever done about it.
After saying the above, though, the US Govt has never acknowledged a foreign citizen's first amendment rights, since those rights have never applied to non-US citizens and do not exist. Much of US law does not apply to a non-US citizen, unless it is about "national security" or a felony, and when the "crime" was committed in a nation having an extradition agreement with the US, they can be prosecuted. Thus, I would know better than to publish classified documents belonging to the UK, etc., as well.
