I could swear that there were laws about permits, vagrancy, disturbing the peace, and public intoxication, but DC is probably 90% Democrat, so they ignore the law, and this would be a normal occurrence. These women are a handful of that now low 3.5% unemployed, who wish to remain that way (welfare, Soros, China, the Muslim Brotherhood, and the DNC pays). These people are not the brightest bulbs in the box; they're leftists.
