The Democrats think that they are above the law, and what is written within the US Constitution and its appendix, the Bill of Rights, and they are not. Executive orders are only there to direct the work of the different agencies, nothing more. Executive orders were never meant to dictate law, direct the states, nor the general public, and it is unconstitutional to do so. That is why the courts struck down much of what Obama tried to pull off. They were also hoping to stack the Supreme Court, so it would side against the Constitution, and now they can't. FDR did that very thing; he stacked the court in his favor.
