Physicians do over-prescribe, and write too many per prescription, in primary care. Taking an opioid for two weeks, every day, will lead to withdrawal symptoms. Anyone, who requires more than a weeks supply, needs to be referred to a pain clinic, or a specialist. However, the waiting list for a pain clinic can be months. On top of that, there are real pain clinics, generally ran by a hospital, or a hospital owned clinic, with trained pain specialists, which are above board, but there are also pill mills that need closing. There are also stolen drugs, and physicians and pharmacies who are involved in illegally supplying drugs to those selling them on the street. Last, there are the illegal, schedule one drugs, such as heroin.
