Comey claims that she had no intent, but the very law she broke does not consider intent as a means of innocence. She signed a document which stated what she was allowed to do with her communications, but she did otherwise, thus breaking the law. The fact is, that some laws do not need intent to be be broken. Ignorance of those laws are no excuse.
