The only places where that might be correct, in the US, are in large cities. Those cities were once large manufacturing centers, which drew in large numbers of people for employment. However, now, since those manufacturers offshored to Asia, starting in the early seventies, these cities are now packed with people without any decent employment. They also have no idea about how to live and make it on their own outside the city. This is why those cities, and the states they're in, are going bankrupt. It's also hitting the Fed. Gov, too, as far as welfare and healthcare, etc.
