  1. The 2nd airplane scheme wouldn't have worked, since Cuba did shoot down a US military plane, a U-2. If they didn't go to war for that, then they wouldn't have for this. The first plane scheme, though, using supposed college students onboard the plane, may have triggered public resentment. However, think about the Gulf of Tonkin. What did the sailors say?
