Each individual is set a net worth (their tax revenues per person over 30–40 years), which is used to make the payment on the national debt. When birth rates drop, this affects the worth of citizens as collateral, the state's means of repayment. I'm not sure what the UK's figure is, now, for worth per person, but the US figure is up there.
