  1. That second type of liberalism originated, in the US, with the westward expansion and manifest destiny. It has never stopped, except for outside expansion after WWII. This, especially after the Civil War, led to the behemoth-sized centralized government that now exists. That is what was at the root of Wilson's League of Nations, and later, the UN. It's about spreading American exceptionalism and Federalism around the world, and steering society to that outcome. That is how the EU came about.

  2. Look at what happened to Zimbabwe. Their downfall came with the backing of China and Russia, with Smith and Mugabe. Rhodesia might have been apartheid, but the nation was solvent until the takeover of Mugabe. Socialism and corruption are at the root of the second type of liberalism and progressivism.
