  1. The US, especially due to Wilson, wanted to use war debt to demand an end to colonialism via the League of Nations. They were blaming colonialism for everything then, just as they do, today. WWII is what finished it off with the inception of the UN, and more war debt. All those loans had strings attached. Forced to pull out of the colonies, it left behind squalor, starvation, and collapse, along with the creation of many dictator states.
