The problem is, the Western govs use the population tallies, for working-age adults, to borrow money on as collateral, and to show the lender (bond purchaser) that they have a tax revenue base large enough to guarantee repayment. That would be fraud, though, if the people being counted are not employed and actually paying into the tax pool. The question is, would they still count them?
