  2.  @3rickjames3  no it doesn't. Ost of the DLC's add extra micro managing stuff, like building theme parks and zoo, or making industrial zones in more detail. They aren't really neccesary, it's just all extra mechanics but all the core game upgrades came for free. If you want trams and trolleybuses and very specific public transport you need expansions for that but they aren't very expensive
