Also the korean war showed the smaller non-abomb countries wouldn't be trambled by the bigger ones. The US lost that war half way, lost vietnam and later lost afghanistan. Nuclear bombs had no impact on those wars, because bullying a smaller country would be so taboo, you'd have the whole word against you.
