The EPA performed illegal human experimentation on people (who were not fully informed) with health issues in the hopes of finding that diesel particulates would trigger bad reactions. Only one person suffered any crisis and it was unrelated. EPA buried the study results because they proved that particulates are not the bogeyman they hoped for. Having said that, coal rollers need to be cited and fined.
