  1. 3:16 "Contractual obligations in the jails" means that they are required to to fill a certain amount of beds in the jails so the private jails can continue to make a profit. IF they don't arrest and convict enough people to fill those beds, the LASD has to pay for those empty beds. That's terrifying if you think about it.
