  5. It's more like a testament to California politician's arrogance. If California wasn't so good at driving people away, Phoenix wouldn't be so popular.

  6. More environmentalist hand ringing. Human ingenuity is what allowed so many people to survive in Phoenix, and more of it will continue that trend. Maybe California could conserve some of the massive flood waters it's gotten the past few years.
