  1. True. In USSR the most cherished jobs were in food, sales etc, where you could steal goods for barter. A renown Russian satiric said, "you own what you guard." That is the essence of planned economy.

  2. Stalin was a tug, but there is no evidence that he actually took part in "expropriations" as Russian lefts called armed robbery. Almost peaceful, of course... There were rumors that he played substantial role in Tiflis bank robbery in 1907, but so far no actual evidences were found.
