i can explain how to fix the refugee problem by a detailed method of how to spread a modified form of yellow fever into the communities that will lead to the spread of a hard to treat form of yellow fever. my concern is that telling people how to do it may be illegal (it would most likely be illegal to do it, and may be considered a war crime). does anyone know how much i can legally say for the purposes of education considering that i have no reason to believe that anyone would actually do it?
