When the laws are changed so that the blackmail isn't loaded, the less guilty will be able to speak. Supporting laws that attack human nature results in laws that can be used to control others in secrecy and cause problems to hide and grow more severe. Sunlight is the biggest disinfectant, and laws are what hide things in the shadows and keep them from seeing the light of day. Insist that everyone is a bad actor if you want them all to become bad actors.
