The number of alphabet agencies that can do this and would have economic incentives to do so are countless. There are large international corporations and there are countries and sometimes the borders are starting to blend over who is the real ruler where. I think bringing coal burning back to Germany where it can be overseen is better than having it burned in China. Coal exports are not environmentally friendly, they just ship the smoke origin somewhere else and they use more fuel to do that to boot. Burning coal in Germany allows environmental agencies to use biological filtering to filter the smoke, which can in turn be burned later after capture. The process can also be used in water purification at no additional energy expense. This would be cleaner than how China or other developing countries would use it. Exporting it is dirtier than burning it in Germany, and also goes against the narrative's lie.
