I visit states where marijuana is legal and I smoke it there. If its illegal in the country you are going to, then don't do it. Just move to a country where it is legal. I once got through Singapore customs and was unaware that electronic cigarettes were banned there. A guy at a mall told me, so I walked over to a trashcan and threw it away within a minute of realizing that I was in accidental violation. If its not your country you are a guest there and you are morally obligated to follow their rules. When in Rome do as the Romans do.

It's intended to be that way. Specific people will be herded in that direction, people that the ruling class think of as undesirable. It's intended that those populations be held back by drug addiction. The side you are used to is the public face that legitimizes it all.

@CoolDude911 The Chief of Police determines where these things are policed and where they are not. The school districts determine which children will be taught what. The major highways keep the city divided into easily contained and controlled sectors. The prison warden works with the police, the DEA works with the drug dealers, they choose where stuff goes. The group is continually changing members. The new copies the old. But things are changing. For better or worse, things are definitely changing.

@ToroMontana If you limit that to the US government, then I agree. I would say that you should have to have a license to get dangerous drugs like that though, but it shouldn't be difficult to pass. Just prove that you know it is dangerous and why it is dangerous and agree not to give it to other people and use it yourself. In that manner you retain your freedom while the public is still protected from the harm within the confines of protecting freedom.
