  1. the NSA is already a rogue good old boy system. you can't reform it, it will resist any rules placed on it and simply operate in secret. this is the behavior it has already consistently demonstrated. you have to start from scratch and just form a new NSA with none of the old members involved. that is the only way to "reign it in".
