what does islam have to do with the french culture of wearing outfits that expose skin at the beach? if they want to live in a culture that promotes such activity than they are free to do so, in somewhere that is not france. if they want to live in france, they should do as the french do. if they have personal reasons for not wanting to do as the french do, they shouldn't go to france.
