This is a reasonable expectation in non-diverse populations where the people share ideological beliefs. Most people are good to those they consider to be in their "in-group". I once lived in a house with 6 room mates while attending university, we were all friends, and they would invite other friends over for parties and the like who would pass out on the couches. I would leave money by my computer, it never got stolen even though hundreds of people passed through. Once even a homeless couple stayed for a week, and they didn't steal either. Diversity of ideology is the problem. Once people hate what each other thinks or values, than they feel justified in treating them poorly.
