  1. Humans naturally gather into tribes of around 70 people with a maximum size of Dunbar's Number, before they split into two tribes. Government is required for larger populations if they are not to be at continual war with the other tribes.

  2. Consent requires presence. Government has an obligation to maintain a hinterland where anarchists can flee the reach of government in order for government to be authentic and have the consent of the governed. When citizenship isn't a choice, governance is reduced to violent coercion of slaves.
