  1. Pretty sad that SWBNO is totally clueless as to what goes on under their watch. When it takes an outside investigation to bring light to illegal and fraudulent activity occurring within the organization, the problems usually stem from much higher within. Maybe they should start digging deeper into this entity...when there is smoke there is usually fire. Probably good time for a complete house cleaning, or better...dissolve the board and roll it into the Public Works Dept.
