  1. It's FEMA money, federal funds, so state really has no control over waiving the amounts. If it was allocated to elevating homes, and was not able to be used for that, then money should be returned or should have been reallocated to other approved mitigation efforts. Louisiana is so politically corrupt, it is difficult for them to understand how money for federal grants actually works...our politicians just take the money and run, then leave it to citizens, and future leaders, to clean up the messes. It is an endless cycle.
