  1. New Orleans is usually an initial target for any storm that goes in Gulf, then it ends up hitting elsewhere...it is part of the media hype. Get people nervous, they go out and fill up gas, buy supplies, etc, then it ends up going somewhere else, or downgrades to heavy rain event only. If you look at the activity last year, it will all make sense...i think 7 or 8 storms were initially targeting NO, and only one actually hit there.
