  1. The equipment is not the source of failure, SWBNO as a whole is the Failure. They cannot get a basic water bill correct, but oversee billions of $$$ of pumping and drainage equipment and systems within the city. The city is below sea level, so competence it critical when it comes to maintaining drainage, and they have proven time and again that the task is way beyond their reach...bring in some professionals not affiliated with government and maybe there will be progress and protection from flooding.
