  1. I don't understand this. China got nuclear weapons in 1964, during Mao's reign. Did Mao's China have a 'no first use' policy? Mao famously thought nuclear war was a more extreme version of conventional warfare, and that China could lose half its population in nuclear annihilation (300 million people in those days) and still be victorious. Mao's cavalier view on the use of nuclear weapons contributed to the Sino-Soviet Split.
