I also saw chop seals as an outdated concept, but in Western legal systems there is actually the concept of a "bearer instrument" where the holder of a document gets legal ownership of an underlying asset. This can apply to company's shares, bonds etc. Because the bearer share certificate can be transferred (or stolen) without records, and their use in tax evasion means they're slowly becoming banned. But bearer certificates are still used. By the way, I believe cash (banknotes and coins) are also considered bearer instruments. Though like other bearer instruments, large cash transactions are slowly being phased out for other transaction systems with fully auditable transaction history such as electronic funds transfer.

I mean signatures can be forged too. It's just takes a lot of effort to do correctly, and the criminal justice system doesn't look too kindly upon such things. So as long as there is a functioning independent dispute resolution process (such as the courts) and if the justice system holds a monopoly over violence (in this case, jail time) then the chops and signatures shouldn't be widely forged. Now whether any specific countries meets these two criteria is up to you to decide.
