  1. For purely economic reasons: Crimea is geographically connected to the mainland Ukraine, but not to Russia. It was easier to manage all infrastructure objects by Ukrainian authorities. Besides, within a federation (USSR was a federation) it made no difference: to whom Crimea formally belonged.
