  2. Okay I watched this video and I don't see where the officers crossed the line unless I missed something. I did see the suspect not cooperating with the police. The police repeatedly told the suspect to lay down and he did not. They used or try to use a taser gun which is the next step in the level of force. There was no choke hold down by the officers that I could see. The suspect then broke free and the officer gave chase. One problem that I did see was the officer was clearly out of shape, I mean this guy couldn't run one block without being out of breath now that is a crying shame. I need to see more videos of this to get a better picture of the incident.
