  1. This is a different circumstance vs the civilian sector. In the civilian sector when you are hired you become an at will employee. In the Federal Government when you pass your initial probation period, you then become part of a union and firing you becomes impossible. That's why Trump is having a hard time getting rid of these people in order to trim the Budget
