  1. You don't need regulations when you simply say "if this kills someone, you die" without any compromise, if the state did this, the market would self-regulate the problem with the exact desired goals without regulations in place.

And fixing violence is only really about executing criminals and arming the civilian population, when everyone is armed, nobody is unequal, its extremely hard to terrorize a population that's armed to the teeth, granted so long as some people actually care about their neighbors or community, which most people usually do. An organized armed civilian population is quite effective.
