  2. first you need to think of how a permanent population will be set up, will they live abroad on land or will they have things build either in above or under the water?

  3. would probably take you a decade or two if you are lucky and work hard with spreading your countries popularity, the political landscape would also have to become more hospitable to jokes your better bet is to be recognized by something local such as a monarch, or president, maybe even start more local like a nearby town or city
