When you consider how expensive this operation is per year, what if they were to simply install tens of millions of those floating black plastic balls used to reflect UV light and prevent evaporation? I don't think birds would/could land on that Covering half the lake would allow for more concentrated/automated activity of drones/sound etc to deter water landing
