  1. The last guy has a point... and the EU at least tries to do that in a small scale. Russia and the former members of the USSR basically had the chance to build up something similar with the CIS, which on paper still exists today, but nobody actually caring about. While mentioning it now, you could ask people what they think about the CIS, its idea, reality and what it should be, if they'd like to have something like that at all as a thing similar to the EU.
