They are assisted by people who continue to insist that the original strain was an existential threat to the entire population and who think that the (at the time) known potentially lethal side effects were justified (so that's knowingly killing a few people to save more), and it's only now that the potentially lethal side effects don't outweigh the 'benefits'.
