Ever notice that in any footage of Shoigu being shown something he always looks completely clueless of what is going on? He basically just smiles, nods and looks around himself apparently at random. Normal people do not act like that in such circumstances. Dead giveaway. He's either drunk as a lord or too stupid to understand what is happening.
