Yes, the coal and steel community was mostly about France stealing German coal and iron without having to physically occupy parts of Germany (parts that they had a habit of stealing when they felt like it). Germany accepted it because it was, after all, progress. No occupation and they got to keep some of their coal and iron and they got to keep some of their factories running. After WW2, the German policy was to grin and bear humiliation and suffering because fighting back openly backfired so spectacularly after WW1.

Yes. The Euro is just the third phase of a long-going currency cooperation with fixed targets (and an ever diminishing band around the target) for the relative values of the currencies involved. It is so old that the UK crashed out of it back in the early 90’s and that participation was a requirement for all EU states, except Denmark (we can stay in second phase) and the UK (and de facto also Sweden). The Euro existed on paper long before it existed in reality — it was originally called the European Currency Unit, abbreviated Ecu and pronounced in French. All EU (and before that EEC) accounts were settled in Ecu (and are now settled in Euro).
