  2. High rises work fine if you have the proper kind of people living in them. If you don't, they become horrible places (no matter the skin colour of the inhabitants and no matter where in the world they are). This gets worse if bad behaviour goes unpunished or somebody else (taxpayers, for example) pays their rent.
