I'm not convinced. We heard a lot from Bellingcat and "The Syrian Observatory for Human Rights" (SOHR) when "Western interests" were trying to topple the Assad government. Turned out SOHR was one chap, who lived above his clothes shop in some town in the North of England, while we are supposed to believe that Eliot Higgins is some unemployed; amateur who is now an expert on weapons and so now a senior fellow in the "Atlantic Council" (an American "think tank"). Since countries (no doubt) have their own weapon's experts (with first hand experience) Bellingcat has "spook" written all over it; the UK government doesn't even listen to it's own people. I think he's a cheerleader for the arms and oil lobby.
