Generally speaking, Boris de Pfeffel Johnson is viewed as a dishonest sociopath, that puts his own interests first and last. It seems clear enough that he's in that rich persons club most people aren't in; even after being rejected as Prime Minister his continued visits to Kyiv suggest he's somebody's messenger boy and he keeps getting rewarded for failure. Regarding his last statement: he has no authority to make UK, or NATO, foreign policy; making inflammatory comments is his usual method to get attention and when I look at him all I see is "a thug in a Paddington bear costume" that flatters to deceive. The term "Machiavellian" fits him perfectly.
