  1. Looking at the world today, I'm not sure what governments think they mean by winning; even by their own criteria. If the superpowers put their minds to it; they could have put a colony on Mars (for all the resources spent on infighting); that likely wouldn't solve many of the world's problems, but at least we would know the direction we are going.
