Poland likes the look of Ukrainian farmland; but not cheap grain or GM crops, putting their farmers out of business; or being used as a NATO airbase. It's usually about money, so permits are being introduced and that's their business.

@47 From what I can gather: Ukrainian truckers have been allowed to operate in the EU without permits, because there's a war going on (although it's not an EU member); also EU trucks even when empty are obliged to wait in queues to be inspected. The Polish hauliers regard this as unfair competition and they want the permit charges to apply to all and empty trucks going into to Ukraine to be exempt from inspections. Currently some form of agreement has been reached; for the next two months, I don't know what that is, but blockading either direction has the same effect. By giving non-EU hauliers preferential treatment they can undercut EU hauliers, this seems to be the root cause of the dispute.
