  1. Yes (and if the American government can help themselves to depositors accounts I doubt they'll stop with Russia). Domestic depositors might need to consider "diversify their portfolio".

  2. It may seem peculiar, but money deposited in a bank legally belongs to the bank (not the depositor); this simplifies matters, if the bank is robbed (it's the banks loss). Government currently has the power to instruct banks to freeze accounts, if the federal government is owed money (e.g. non-payment of taxes); but they cannot just take the money. If government does grant itself the power to empty bank accounts, I doubt it will stop with Russia; it's something domestic account holders might need to take into account (excuse the pun). After the news foreign assets were to be frozen; China sold back around $50 billion in American debt, I doubt that has anything to do with Russia, it limits their exposure to theft.
