That's a very poor and overly simplistic description of Socialism... there is no place for profit seekers in the state sector industries (providing needs); that is either expropriation, or just another tax, and the main reason for American sanctions on Venezuela is that their private sector oil companies (mainly the Koch Bros) didn't get their way.
