Germany had foolishly thought that the war would just over within a few months. And despite that most units were starting to run low on ammo only after 2 weeks, and Luftwaffe lacked bombs and planes to deal with the enormous amounts of targets in Barbarossa.. they bombed and bombed but there was always more job that could be done. And by october had wear and tear and heavy fighting made the tank arm lacking half of it tanks that was either to be replaced or repaired. With other words, shortly after the war with Russia begun it became quite clear that the preparations was unsuffiecent for the task. Some sources say that Germany lost 2000 men per day in Barbarossa and 1000 in the winter months, while other sources instead say German only lost 200.000 men in Barbarossa and 400-600.000 in the winter 1941-42.

Germany had no real factories suitable for American style assembly line massproduction when Hitler came to power, so those factories had to be built. In 1938 they began a large scale construction program, that became completed around the time of Goebbles Total war speechs. And meanwhile those factories was under contruction they sucked in much money, manpower and concrete from the rest of the economy. So before 1942 Germany couldn't have done any massproduction of weapons on the scale of 1944.
